Mr Wright (the Old Man, to me) titled a presentation drawing of this structure "How to Live in the Desert." The house was built in an orange grove, and the living spaces are elevated above the tree-tops, catching whatever breezes might be available and capturing extensive views as well.

The house does not have to be preserved in its current location. It can be dismantled and rebuilt on another site. This would actually save the developer money and put the house in a more appropriate location, allowing the developer to use this land as he wishes. This has been done with other FLW structures.
Yes -- but those houses had wood panels and components, and brickwork which could be sacrificed and recreated on the new site. This is essentially a monolithic concrete structure, whose ramps and floor slab were cast in place and thoroughly rebarred to the adjacent supporting and supported elements. Disassembly would amount to destruction.
The entire structure could be moved in one piece -- with a platform inserted between the house and the soil, and a half-dozen helicopters or some sort of of tractor beam . . .
