This is part of the danger of viewing a project only from a financial standpoint- I won't say that Libeskind's design was my FAV, but it had a metaphoric/symbolic weight that might have brought people to BELIEVE in it, and not just crunch numbers. We've lost our ability to build a symbol of reconstruction because Silverstein thought only about dollars and cents. Child's design is lacking in cultural/artistic merit and thus has nothing but financial feasibility to stand on. It doesn't have people saying: "Let's figure out a way."
