United States Army Corps of Engineers were given over $248M to build 150 health care clinics in Iraq. A recent report notes a number were poorly built and only 20 will be completed without the need of new financing. (nytimes)
it should be noted that a permanent clinic in South Africa is around $195,000 each, compared to the $1.65M set aside for these clinics.
