London's security system only works to prevent attacks by people (the IRA) who want not to get caught. Matyrs don't care if they get caught.
To be effective against that type of attacker, someone has to be watching what's happening on those five hundred screens. Oops, it doesn't say there will be 500 screens, just 500 hundred cams. How many people will watch what is on those cams?
