Nearly 30,000 unemployed farmers and factory workers have taken to the streets in Beunos Aires to scavenge for a living. The cartonero movement (half of which are actually children) has won legalization and subsidized programs for recyclers, fueling job growth, cleaner streets, and an improved urban waste agenda.
