why is it that Fukushima is is last one of the three Tohoku region prefectures hardest hit by the March 11 earthquake and tsunami, to have not completed construction of temporary housing for people affected by the disaster?
Is it because it was hardest hit? Do they want to build the Fuskushima temp housing in Fuskushima perhaps and the residents have a position for or against this?
Hasn't there been mass at least temp displacement = temp housing defacto? Or are they all in tents currently or moved on?

there is a lot of uncertainty about fukushima because of the radiation. in general temporary housing is being built quickly. the govt had already prepared lots of it for such an event, but no one can be ready for something of this scale, so there are gaps.

do citizens want (in majority) to re-occupy Fukushima?
i think everyone wants to go back to what was there before. but it is not going to be easy. some of the professors at my uni are involved in how to bring the area back but i dont know yet what the way forward is. seems to be it will be pretty hard. even in areas without radiation there has been a lot of talk about whether it makes sense to rebuild or not. since many of the smaller communities were already faltering economically the logic of reconstruction is difficult. probably we will not know how it will go for another decade or more.
the truth of the matter though is that these kinds of decisions are being faced all over the world as climate change (or at least extreme weather events) hit us all. coming soon to a local newspaper near you!
