Video taping and documenting illegal activity and presenting a serious case may be the next step. It was so obvious that the white t-shirts were some sort of gang thing, that even the Tribune ran an article on it. It should be pretty obvious who the bad people are when they are most likely wearing a uniform.
My feeling is that gangs should be considered armed, organized militia rising against the Government. That would warrant a national guard or U.S. military intervention, and the full involvement of the Department of Justice and the U.S. attorney to take down the gangs. Or society can just keep on thinking of them as nothing more than underprivileged youths, and suck it up.
