The Biden Administration has announced a new investment of $2 billion into 150 different federal building projects meant to minimize carbon emissions in 39 states. 

The funding will be dispersed through the U.S. General Services Administration and used to purchase low embodied carbon materials in furtherance recommendations produced by the previously-established Buy Clean task force agenda. It is sourced from the Inflation Reduction Act and supports the reduction of 41,000 metric tons of greenhouse gas emissions while creating over 6,000 jobs annually, according to a press release.

"The U.S. government has a huge share of the market -particularly of concrete and asphalt- and that I think helps drive the industry towards meeting an ever-increasing level of innovation when it comes to decarbonizing," White House Senior Advisor for Clean Energy  Innovation and Implementation John Podesta told Reuters. 

According to the GSA on November 6, the breakdown of procurements is: $384 million for asphalt; $767 million for concrete; $464 million for glass; and $388 million for steel

The White House says the new investment will help “expand America's industrial capacity for manufacturing goods and materials of the future, tackle the climate crisis, and create good-paying jobs for American workers in communities across the country.”

“EPA is thrilled to be partnering with GSA and other federal agencies to support construction projects that cut harmful climate pollution, protect public health, and help grow the economy in communities across our county,” EPA Deputy Administrator Janet McCabe said. “At EPA, we are also working with the construction materials manufacturing industry and NGOs to help track the climate impacts of their operations and to develop a labeling program that will clearly identify lower carbon construction materials in the marketplace.”

Several courthouses and other federal facilities, including the historic Alexander Hamilton U.S. Custom House in Lower Manhattan, will be targeted for a range of building efficiency upgrades. The full roster of projects can be found here via the GSA.
