1- This is an old project. It's Kahn's proposal for Center City Philadelphia, but they've replaced people in trucks with robots.
2- Once the trash is collected by the robots, where does it go? How do the robots work with the green bin program? Do residents even care (smart and green are not synonymous)? The questions about what happens at the boundaries of that district is the real matter.

Remove people from responsibility. Don't recycle, don't think about what you're using, just automate the whole process of thoughtless consumption.
