With a nod to Mayor Bill de Blasio’s affordable housing plans, New York City’s Department of City Planning is inventing a “new neighborhood” to take what it thinks is a promising section of the Bronx from parking lots to high-rises. One could ask the corollary question: if NYC does nothing, will this neighborhood remain affordable and livable for everyone already there?
I tend to doubt it. But then I'm biased because I like change for it's own sake.
