Form > Function?
No idea if that's true in this case, but swoopy lines and plastic facades do not a great facility make. Of course, in SF you want to keep up appearances, so that begs the question, what is the demographic that this facility serves?
In biology, function follows form. In this case, it is all about dis-ease.
