The project consists of the necessary improvements to Pier No. 3 in Old San Juan in order to increase its capacity for berthing and handling larger cruise ships (Oasis and Quantum Classes), which have an approximate length of 1,182 feet.

The improvements include the construction of six individual breasting dolphins in the northern portion, and a mooring dolphin of about 4,750 square feet in the southern portion of the pier. These structures involve the driving of steel piles with lengths up to 170 feet. Other improvements include the relocation and installation of walkways, or catwalks, and improvements to the lighting and electrical system. These improvements provide an economic boost to the tourism industry in Puerto Rico. The work carried out was done in conjunction with Bermello Ajamil & Partners (B&A), which is the major consulting firm for port infrastructure projects in the world.

Some of the tasks include the following:
• Construction Documents review to verify compliance with local codes and regulations.
• Construction Permit Procurement.
• Environmental Impact documentation preparation.
• Bathymetry study.
• Coordination between goverment agencies.

On December 4th, 2014, Royal Caribbean's 'Quantum of the Seas' Debuts in San Juan docking at this Pier 3.
