Architect of Record?

Anybody can describe the term AOF (Architect of Record)?

whoever stamps and signs the drawings and is responsible for the overall project - as distinguished from any number of registered architects who may have worked on the project.

Also if a high profile design firm from outside a jurisdiction works on a project, they usually team up with a local firm to do much of the grunt work/stamp the drawings, etc. Rem Koolhaas, for example, would not be the architect of record for the Seattle Library, nor would anyone from OMA.

kakacabeza is correct, but just to clarify, the seattle library project was a joint venture between OMA & LMN.
