To answer the question, you'll have to find out where the regulation pertaining to "heated square footage" comes from (zoning code, building code, etc). Once you have that in hand, you should be able to look at the definitions section to find out the description of what that term includes.

if your are looking to calculate 'building area' in most codes it counts if it has a roof, im not sure about the term 'heated sqft'
