Code for Sustainable Homes (CSH)
UK
criteria/ratings for residential new build
Schemes for new resi will have to achieve increasingly higher standards (e.g. CSH 4 is achievable, but legislation will soon require that all new build reaches CSH 6, which at present proves to be impracticable, and in some cases leads to more damaging inefficiencies at deeper levels than the CSH measures).
Energy Performance of Buildings Directive’s (EPBD)
Energy Performance Certificates (EPC) and
Display Energy Certificates (DEC)
EU
building energy use ratings against benchmarks for large and public buildings required to show predicted energy usage for sale or lease of property (EPC) or actual usage annually (DEC). Buildings are rated similarly to electric home products in the EU (A though G for decreasing efficiency)
"Building energy efficiency certification (and, indeed, labelling) is currently not a requirement in the majority of EU countries. Voluntary schemes do exist in some, but overall it is fair to say that - at the present time - the practice is underdeveloped and is in need of further research and design. Failure to do so could result in ineffectual certification and labelling, and, ultimately, a missed opportunity to deliver substantial CO2 reductions."
Elsewhere they sagely point out that the carbon savings that accrue due to developers doing more than legislation requires them to in the way of reducing energy consumption of buildings in-use, is negligible.
i.e. legislation is required to make a difference, as the market does not yet respond fully to (i.e. pay more for) buildings that achieve on voluntary rating systems such as LEED and BREEAM.
a few have disappeared, like SPiRiT, and the global competition has increased. at my office, I have downloads of everything and can share this info on monday. but you can find links to most at the world green building council.
then there are the state energy codes/green building guidelines that are rapidly multiplying.
should we have a rating system that grade the green rating system? or else would be like sub-prime issue in stock market that ppl trust the rating too much that all money were wasted in some junk project.
how many "Green Rating System" do we have now?

few years ago, i wrote a white paper on just this topic that was picked up by the usgbc colorado news letter (starts on page 6) among others.
