I am planning to move to Washington DC from LA, where I am currently working and am looking for some good firms to check into. I have a masters in architecture and about 3 years work experience ... any suggestions
The DC architectural market has cooled slightly, and it is definitely not as hot - in terms of hiring - as it was 10 months ago. Some firms are still looking for new employees, though.

Look up Division1.
Look in Baltimore - Marks, Thomas Architects is looking for good people with about your experience level.
i second seven six five, Division 1 do a lot of residential projects (Condos) in DC. Theres also OTJ architects, there a little more diverse.
