nonhazardous urban-industrial wastes

Sounds like an oxymoron to me.

What is the source / how are these separated out of the waste stream? What are the standards for nonhazardous? Is there a certification process? A number of such attempts have failed because of the toxicity of the final product.

our k-mart is built over an asbestos dump....now wonder everyone in side the store looks a bit like and outsider....eyes bulging,  short with breath and foaming at the mouth.  Do be careful where you build.
