i think they are just model railroad figures that are spray painted. even if they aren't, that's what i would do. HO scale is ~1/8"=1' and O scale is ~1/4"=1'. they offer them in plastic, metal, painted, unpainted.
go to your local hobby shop, and talk to the train guys. also, some of these guys are phenomenal model builders, if a bit neurotic. they can probably give you pointers on other things as well.
