Seeing that Frank has done other buildings of equal complexity it doesn't seem his office could have been completetly at fault. May have been the contractors inebility to read, understand or execute the construction documents. A cost saving measure seen at about every level of construction is letting a low bidder perform work they have no business doing. His office is going to be at fault for not checking/ inspecting the work done in areas prone to be troublespots. ie flashing, building joints, changes in plane.
