It's 24514 Malibu Beach Road. The building has recently been reattributed to Ellwood and Jerrold Lomax, who happens to be the subject of a retrospective/celebration next week at the SPF:a conference room otherwise known as the MODAA museum.
The building is not quite as striking today as it was in the published photographs - squat stucco boxes of similar proportions hem it in on both sides. Dunno about beachside access - check out the LA Urban Rangers/Jenny Price's access maps for where to park you car and which fences to jump.
