It was a clever production but I am sure there are tons and tons exactly like it. I know I've seen a bunch, but they were more motion graphic oriented than architecture.

To do it you just need a hand held video camera and some camera matching software. After Effects would probably work fine for this, although for the more sophisticated results you'll need a dedicated software, like Boujou.
look at brooklyn digital foundry (I'm pretty sure that's who did the OMA animation, as well as a bunch of other amazing ones such as Gucci Ginza) their website has some amazing work, and maybe will give you some ideas of where to go with limited time and technology at hand. I also Believe John Szot posts here, so he's a good (but overworked) resource.

I'm looking to put together an animation using Maya for my job search. I thought OMA's Museum Plaza proposal (in Kentucky) was really cool looking.
