I have an existing electrical room in a returant project that I am doing in Los Angeles. For head height clearance reasons, I was wondering if I could drop the floor a few below the adjacent grade; using a ladder to access the electrical equipment.
My question is whether or not my electrical room needs to be ADA accessable???

No. You need to meet NEC requirements.
