yes, but i think the distinction here was of users vs client.

public schools are also not built for profit.

i understand the economic cynicism, but there is a little more nuance in some situations.

in Italy the government has passed a law that grants a tax discount equal to 110% of the amount of the work to those who carry out energy improvements of existing buildings. The construction market has exploded, scaffolding is nowhere to be found and all the stocks of facade insulation are over and has to be purchased from abroad. This is the news.
