Might be the Mitsubishi estate designed it? Quite odd, can't find a specific mention of the designer...

Looks like it was the Mitsubishi Estate, they have a sub group called Architectural Design and Engineering Group that's worked on previous projects, with an estimated 25 billion Yen revenue in 2019. No idea if you could find the individual architect on record in this kind of group:

Similar to finding out who the architect-in-charge of a Jacobs or CH2M project I guess. You might try emailing the address on the project's official website. As newbie.Phro pointed out, its a real estate cum AEC conglomerate so chances are the head architect is more of a corporate committee (or individual) than a notable designer.

Funnily enough, the official press release lists a certain Sou Fujimoto as being involved in some capacity on the taller tower, with Mitsubishi Jisho Sekkei Co., Ltd. as the main architects. Suggest that you Google Translate this PDF:

Fujimoto also retweeted a Nikkei article on the project...

松田貢治 is the dude at Mistubishi overseeing the project. Sou Fujimoto is designing (As Design Architect only?) the taller tower and Yuko Nagayama is doing the smaller tower.
