Covered Means of Egress?

We are adding a mezzanine to a library, which is part of a one story school building. The school really wants to glaze the mezzanine wall (rather than having just a railing overlooking the library), so in order to do this, we have to add another means of egress to the mezzanine, which will take the form of an exterior staircase down to the deck outside the library. Does this egress stair have to be covered? See attached image for reference. Thanks!

I would expect somebody doing this kind of project  would know these answers. Hire a better architect!

Where I am it used to be that the exterior egress stair had to be covered or have heat strips but not any more.

Well we just had an eclipse so I would think that puts the rate at near peak

You can also use the moon as egress lighting. I hear you can read books by its light as well.
