Why building in south east asia has roof insulation at the external part?

Referring to the attached image, anyone know why do they need insulation the whole stretch from internal to external area.

Normal construction in Europe would only have insulation at the internal, and terminate at the exterior joints area. Thanks!

It might be another cooling technique. We were also offered to use it in NZ  but we decided to go a traditional way.

I'm going to think climate in South East Asia is much warmer and that acts as a barrier of sort preventing some outdoor heat to get transferred inside.  Its similar to using using window blinds to block sunlight.  Its more effective if the blinds were located outside the window than inside.
