Quivera – a Desert-Oriented Master Planned Community

At the base of the Franklin Mountains a desert-oriented master planned community was designed by Phillips’ team of landscape architects and planners.  The site was located north of El Paso on approximately 7000 acres. The master plan included three commercial centers, a senior village, golf resort facility, major mixed-use town center, arts and entertainment center, several themed high-end gated residential neighborhoods, a system of open space pedestrian linkages associated with the existing arroyos and one new high school, one new junior high school and three new elementary schools. 

Streetscapes were designed to be sustainable by using native drought-tolerant plant materials. The median grades were set to hold moisture.  Trees were laid out informally with formal clusters of tall palms at intersections of roads. 

2006 Phillips began designs around the architectural style used on the UTEP campus, Dzong or Bhutanese-style architecture.

Phillips’ team of landscape architects and urban designer’s charetted the design for two days.  This process of charetting the design for two days has been very successful and economical for his clients.

Designs were completed in 2007.
