The Policy Statement:
Before the mass implementation of the car culture and it’s various infrastructures, communities and neighborhoods in Los Angeles had a distinct character and identity with the various populations and programs working together to produce an expanding and inter graded network of social grids. However, with the intervention of the 101 Freeway, these once vibrant and connected social grids were severed and the neighborhoods in them were now devastated and lost in the city due to the loss of a shared ground plane. In order to re-establish the social grids of Los Angeles, the original
ground plane must be restored to the city. With this proposed elevation change with the 101 Freeway, it allows several opportunities in the various sites to promote social, economic, and political enhancements in each intersection in various parts of the new freeway system. This way, this Part of
Los Angeles will have distinct character and identity in the city as a whole, as well as distinct local parts with special moments that change from city block to city block with the various landscape or programmatic enhancements to promote growth and integration of a new social grid.
