The conceptual basis of the Boyle Heights Civic Center is to have
a central open space that gathers the office spaces, meeting
rooms and auxiliary spaces linearly, connected by the views of
the central outdoor courtyard. The building as a closed loop still
addresses the public street with a transparent entry, and lifts up
along the north corner, eventually drawing in its intended visitors.
A cor-ten steel facade of undulating fins reveals the interiors and
allows the entrance of sunlight at optimal times over the course
of the day, and allows for views inside and outside of the civic
center.
