The city of Los Angeles is considering a proposal from Councilman Bernard Parks that would pass the cost of retrofitting apartment buildings on to tenants. Currently, only 50% of major renovation costs may be passed along to tenants, with landlords and building owners paying the cost of retrofitting. — scpr.org
The Paris Métro, opened in 1900, extends over more than 200 kilometers of track, serving more than 300 individual stops. But there are 11 more stations that, though once built, now stand nearly abandoned. Many of these "ghost" or "phantom" stations shuttered after the occupation during WWII. [...]

Gershwin Plot 14 by Dutch firm NL Architects is an eye-catching project to start off the week. The proposal was the winning entry of a 2012 competition to design a new large residential building in Amsterdam. Unfortunately, the project was abruptly cancelled in 2013. "Inverse Boulevard" by Kawahara Krause Architects is our first entry from Europan 12 Germany for the Mannheim competition site.
The Hamburg-based firm received a Special Mention for their proposal, which is based on creating a boulevard that will better connect Mannheim's north and south areas -- and retain their distinct personalities.

New York-based H Architecture sent us their winning proposal for the Sejong 2-2 M2 Block Public Housing Development competition. In celebrating its 50-year apartment building history, the Korea Land and Housing Corporation opened a call for ideas for its new 77,000m2 housing development in Sejong City, South Korea. — bustler.net

Carlos Zarco Sanz from the University of Madrid recently sent us his proposal, "Korean Diaspora" from Re-thinking the Future's International Architectural Thesis Award we previously featured. His design won 3rd place in the Public/Institutional category.
Sanz's "Korean Diaspora" reimagines Manhattan's Koreatown as a shifting social and commercial space built for the neighborhood's present and future.

Here's a pretty cool Warming Huts v. 2014 submission we received from APTUM Architecture, based in the U.S. and Switzerland. As its name states, APTUM's warming hut proposal was inspired by stalactite formations that hang from the ceilings of caves. — bustler.net

Chakrabatri is proposing that the city basically double the width of the medians along 11 blocks of Park Avenue, between 46th and 57th streets, and run a 12- to 15-foot-wide pathway up the middle, thereby creating 2.24-acre promenade surrounded by the sort of lush gardens and sculptures that already occupy the medians. — capitalnewyork.com
