My guess: Google has an implantable browsing system they want to put inside people, but it's not approved by the FDA and won't ever be. So you can sign up to go on the barge out to international waters where they'll do the surgery/implantation, you can recover in a spa-like environment with the other first adopters while you learn to use the system, then they float back into port with the load of happy cyborgs.
