actually, Gaudí didn't have to ask to the Barcelona's city council for a construction permit since when he took the project the temple was placed in the municipal term of Sant Martí de Provençals which by then, 1883, and until 1897, was an independent administration from BCN...
so when later St. Martí became a part of BCN the building was already there and going up... and you don't ask for construction permits of buildings in construction when you absorb other municipal terms around you, do you?
it's like searching for a construction permit of the Pantheon in the archives of Athens' city council, nonsense...
