Why does police have to wait until people die to fight crime in architecture? It was an open secret that the buildings were hazardous and safety standards weren't met.
The building would have burned years before legal action had wound its way through the system. Beyond that, what tenant in a cheap rental can afford to hire lawyers? But absolutely a crime on multiple levels from municipal to private.
Of course they do NOW. Like maggots on a carcass.
