Zaha Hadid, the architect whose plans for the National Stadium have been scrapped, hopes to remain involved in the planning for the centerpiece for the 2020 Olympics, the Japan Sport Council said Thursday.

Despite Japanese Prime Minister Shinzo Abe pulling the plug on Hadid's stadium design last week due to the unforeseen astronomical costs, the Japan Sport Council is nonetheless on the hook now for ¥5.9 billion (nearly $48 million) for the work that had already been done so far by various parties. Zaha Hadid Architects' fee alone is reportedly $11.88 million — and that's without any damages the firm might seek over the cancelled contract.

$12 million is really nothing for a state to have a work of art of this magnitude. How much do you armchair Architects think an office costs to run? $12 million probably doesn't even turn a profit compared to the cost of operating a business this size to produce a design this good.

If ZHA was making 5% fee only, $11.88m would be the fee on a $237m facility. Granted, work wasn't complete.
Say they had only done half the architectural services and their fee would eventually have been $23.8m. At 5%, that's still only fee on less than a $476m project.
I don't know the actual budget, but this fee doesn't seem grandiose. I expect the budget is less than the $476m and the fee is more in the 7-10% range. The fees will be large; it's a very complicated and expensive project.
She obviously really wants to see it built because - financially - it might be better to stop now. Most of the office's work is likely done and paid for, Construction Administration (if they're contracted to do any) is typically a money loser, and if it doesn't get built there's no liability in the future. Sometimes it can be more fiscally responsible not to have your project built!
