After an executive order by President George H.W. Bush, the Long Beach Navy Shipyard and associated housing in San Pedro were permanently closed during the early 1990s. Until 2015, the federally owned multi-family hillside property sat vacant for over twenty years. A portion of the existing residences and property were granted to Volunteers of America (VOA) to be developed as a community for homeless single female veterans and their children. Built under federal jurisdiction, 76 townhouse were upgraded to current codes and local zoning ordinances in order to be recognized by the City of Los Angeles. The scope of work included converting several townhouse into flats with the ground floor units providing ADA compliant access. Garages were altered to allow the required height for ADA van parking. Site improvements include new landscape features with drought resistant planting, walking trails, playgrounds, community gardens and community rooms. Exteriors were altered including new appointments such as roofing, finishes, lighting, windows and doors.
