Can anyone recommend relatively easy to use freeware for web design. I stumbled across something that seems to be used by a bunch of small firms / design professionals in europe a while back and can't remember what its called. Looking for something that is pretty streamline, no flash, etc. Thanks!

By 'web design' do you mean coding or graphics?
I think that indexhibit is pretty useful.
