The easy way is to use the Express Tool "Superhatch" which will create a hatch pattern for you from a block, image, xref or whipeout.
Beyond that your best bet for creating a hatch by defining the geometry verbally is to pick up a ACAD book. I have looked at making a custom hatch this way before and decided it was just not worth my time... You may feel diferently.
