I think it is framed as a mansard - a really big mansard roof with flat top but it has a half hip at the end and a penis on top
Pretty juvenile humour, but I'm pretty sure the journalist knew that writing, "he'll have to scrub it off when he gets back," had double meaning here.
penises on roofs are like farts....no matter how old/educated I get they're still funny
