I wonder if this has to do with expectations going into education?
(the BAR rate is helped by the fact that a lot of firms pay for it -and the for the time you study for it- and require a passing score)
It seems that for the PE, Nursing, Medical Boards, etc the expectations of what you will need to know is fairly straight forward when you start those academic programs. Somehow the ARE subjects seem more tangential: at least in my experience studios were the heart and soul of curricula and the other coursework (more relevant for AREs) were pushed aside.
One more confirmation of the profound disconnect between the academy and the profession. The cost of architectural education continues to rise, while the practical value of what's being taught continues to sink.

wow
http://www.lifeofanarchitect.com/the-costs-associated-with-becoming-an-architect/
interestingly the pass rates for the A.R.E. are also lower
A.R.E. = 68%
BAR = 80%
PE = varies a lot but around 70%
Nursing = 88%
(included because our pay is closer to nurses than anything else)
lowest pass rate and lowest pay
