Does anyone know any good bilingual or English speaking firms practicing in Tokyo?
(I'm a recent graduate and can speak but not read/write fluent Japanese. I might have a chance to move to Tokyo, and am wondering if I should stay where I am in Sydney, or move.)
You can try Maki Fumihiko. some of my friends worked for him and they don't speak japanese very well, never mind reading or writing.
I don't know how KD run their office, but they could be possible.

if you want to have any chance of climbing up in an office you will eventually need to read and write japanese though. speaking is not much use if you are doing CD's.
anyway, the usual round of starchitects are always worth thinking about. however, the economy in japan is starting to get harsh. banks slowed financing more than a year ago and there is currently a glut of housing coming online so developers and investors are a bit risk averse...the nation is also officially in recession, so don't be surprised if you can't get a bite.
