it might be an old cold storage facility. the tiny windows and massive concrete walls would make sense for cold storage. there was talk of redeveloping one in that area. didn't happen.
Cold storage is a good guess - I recall several large cold storage facilities along one of the freeways in Detroit (I don't remember which freeway, the one with Exit 69 beaver Road, I think - the Lodge?).

i would say it was light manufacturing at the time or possibly a storage/shipping center due to all the truck docks.
