Projector map is the procedure, i think. using a spot light under 'projector map' you need to assign a movie file instead of a bmp texture and by beaming that thru the light onto a surface you achieve the illusion of an animated texture. you need the file of the animated texture in the first place though, if you don't have it, you might be able to generate it as an animated Gif in photoshop. that's how i would approach this thing, not sure it'll work though, i might be talking crap. good luck
You can apply an avi, mov, gif... in any of the map slots in your material editor. You can also animate most procedural maps included in 3ds. It work exactly the same way as any static mapping.

you can also animate static maps by animating the UVW coordinates.
