The city building department can be tight (atleast in my experience. a huge headache). Theres areal photo maps available and some rough maps but their not as good as you might hope for all applications. Easiest place to get the physical areal photos and survey maps is Robarts (UofT) From this stuff it's not too tough to make a rough 3d model of what you need.
Depends what you need the data for really. and how much of downtown you need? like everything south of bloor between younge and spadina?
Let me know. I may be able to get my hands on some Rhino files that could help.

I did, they are a useless bunch of twits. It takes days sometimes to get a response.
