I didn't get in to my preferred schools last year (Ivies). I am reapplying again this year. Are my chances worst or better or the same? I feel my portfolio will get better as I have new work to add, and a year for reflection on it. My GRE will possibly improve as well. Do admissions boards do anything specific with RE-applications? I mean, why do they even ask if you have applied before in the application?
They don't usually do anything "special" with applications of those who've applied before, other than note in your folder that you've applied before. There are some schools that have limits to the number of times they'll consider an application from the same person (3 or 4 times, at the schools I'm familiar with.)
A lot of people do make it into their school of choice on the 2nd or 3rd try. Your chances could only get better with the extra year of experience and added portfolio work. There's no reason to think you'll be discriminated against in any way because you've applied before.
Yeah, I need to take out all those laser beams I put in my first one and maybe add more "process work"...so I have been told. I think the same work is fine, if it is good.

Are any of you guys hesitant of adding the some of the same works you added in your previous portfolio to the same school?

I plan on submitting the same work, but I also plan on reworking much of it, and making more to go with it.
