As a philosophy undergrad. and M.arch, pragmatically, it's greek to me. But it does sound familiar. With all its superlatives I suspect it's Roman and I wonder if it's a philosophical mix-sample - so my guesses are: Vitruvius, Marcus Cicero, and Roman Numeral.
