would Anyone know where I look to find the proper FAR calc procedure ? ( for DC )
is it in the building code ? Zoning ?

better yet, maybe you just happen to know where I should look to see if HVAC and other penetrations are included in the gross area calculation for Ground Floor , while excluded from upper floors ?
I guess i misstated my question. it was really about what counts and what doesn't count in gross floor area ( in code )
seems that all vertical penetrations are excluded from gross floor area. even tho some other folks here thought that ground floor penetrations were included.....

dunno about DC, but i've not seen a FAR calc that is more fine-grained than gross building area divided by lot area.
FAR is only used with regard to zoning, so i'd look in your zoning code.
