I think Thomas Muller did a studio there at GSD in '04.. can't remember which semester. Check out studioworks 11 and see which students are cited, then email them.
if you don't mind paying a little, the city sells them here and there's a student discount.
also, perusing the same website under the wettbewerb (competition) section might prove fruitful. they have .dwg files for downloading. i am too exhausted now to actually do it, but might have time tomorrow if no one is of use.
