what do you call this, a hinged column anchor, hinged anchor?

my guess would be like a 4 flanged setting plate for a pinned conection.

Do they use special bolts and nutz for connections like this? Any engineers out there?

I was basing my guess off of this detail, which has hinge in the name and the component is a hinge. The webpage i took the pic from described it as a column joint, but that is specifying the connection and not the details of the connection. Although this type of connection is rarely used isn't it a standard detail, i've seen it before, but only ever ambiguously described as a pinned connection.
