It varies from school to school, but at Berkeley, the post professional M. Arch and the M.S. are very different degrees, with one being building science and research focused (MS) and the other heavily centered on design studio(M Arch). The MA is a very small art focused program that seems to be almost completely art/media classes with representational focus.
In terms of licensure: If you do not have all of your IDP credits, I recall that an M. Arch will give you about 1/4 of what is required to finish your IDP... not sure if this is still true or how it would apply to M.S or M.A programs.
