Rhino has no parametrics at the moment. Version 4 has a "history" feature that is embedded in some tools like loft, but it is only a baby step towards parametric/associative design.
But, with scripting you can get at something close to a parametric tool. It will not update like a true parametric feature like in CATIA or Generative Components, but you can simply re-run the script to find the solution that you want. Cheak out David Rutten's extremely helpful tutorial on rhinoscripting here. He also has quite a few simple scripts that you can download to get you started, as well as some very complex ones that are amazing.
The Rhinoscript newsgroup is also a very helpful place to get info. You could post there and see if some one has already scripted this and maybe they will share.

Parametric Modeling in Rhino
Hi there
Does any one know about parametric modeling in rhino, with the rhino scripting??? I have to build a parametric stair. Any examples or suggestions?
